William F. Kerr, Jr., is Of Counsel to the law firm of High Swartz LLP. Previously, Mr. Kerr was previously a Partner in the Philadelphia office of Blank Rome LLP.

Mr. Kerr has more than 15 years of experience in the area of real estate law. He focuses his practice on land use and zoning, real estate development, real estate taxation, eminent domain, code compliance, and more. He represents developers, property managers and property owners of residential, multi-family, office, retail commercial, hotel, industrial, utility and institutional properties. He has successfully represented these clients, in Philadelphia and in various suburban counties, in obtaining various local and state development approvals, and in eminent domain actions. Moreover, he has extensive Philadelphia and Pennsylvania experience in successfully pursuing real estate tax assessment reductions, non profit real estate tax exemptions, and real estate tax abatements in various jurisdictions. Additionally, he has an expertise in and has successfully pursued real estate tax assessment appeals in many Pennsylvania counties relative to affordable housing properties.

Mr. Kerr is a graduate of Delaware Valley College and holds a Master's Degree in City and Regional Planning from Rutgers University. He received his J.D. in 1991 from the Temple University Beasley School of Law.
