Arnold Heller is a retired attorney whose career focused on real estate transactional law and land development. Over decades of practice, he advised clients across a wide range of industries, including healthcare providers, condominium and planned community developers, and affordable housing developers.

His work included advising on the creation and preservation of affordable and luxury housing, the formation and negotiation of partnership and limited liability company agreements, the drafting and negotiation of construction contracts, and the purchase and sale of many types of real property.

Mr. Heller also handled numerous financing transactions during his career, including sale and leaseback arrangements, conventional and HUD-insured construction and permanent loans, financing through the Pennsylvania Housing Finance Agency and the Pennsylvania Department of Community and Economic Development, and loans provided by county and municipal agencies.

In addition to his transactional practice, Mr. Heller lectured on condominium law in Pennsylvania and on topics related to the Americans with Disabilities Act.

Mr. Heller began his legal career as a law clerk to the Honorable Charles R. Richey of the United States District Court for the District of Columbia from 1972 to 1973. He later practiced with the Appellate Section of the Tax Division of the United States Department of Justice from 1974 to 1977.

In 1975, he served as Deputy Assistant General Counsel to the Presidential Clemency Board formed by President Ford. From 1978 through July 2009, he was an associate and later a partner in the Philadelphia office of Blank Rome LLP.
